About this Open Class

The University of Montenegro, through the Ulysseus Innovation Hub for Cybersecurity, is organizing an Open Class titled “Protection of Minors in the Digital Environment – New Legislative Framework”, held within the framework of academic cooperation with the University of Genoa.

The event will take place on Friday, February 27, starting at 11:00 a.m. CET, at the Science and Technology Park of Montenegro (Unicorn Hall).

The European University Ulysseus, of which UoM is a member, considers community engagement as one of its core missions. Events of this kind contribute to the responsible role of universities in addressing important issues of social life.

 

Programme & Speakers

In the introductory part, addresses are planned by Prof. Savo Tomović, Chief Scientific Officer of the Ulysseus Innovation Hub for Cybersecurity, who will speak about the role of the academic community and the Ulysseus alliance in developing child protection policies in the digital environment, as well as Slađana Kaluđerović, Member of the Parliament of Montenegro and initiator of the Law on the Protection of Minors in the Digital Space, who will present the reasons for launching the legislative initiative and the key objectives of the proposed framework.

Following the introductory remarks, PhD Clara Pastorino from the University of Genoa will have a presentation on the Italian experience in regulating the protection of minors in the digital space, with a particular focus on regulatory mechanisms, implementation challenges, and institutional coordination. She will provide a comparative perspective that may be relevant for further development of the legislative framework in Montenegro.

The central part of the program will be a professional roundtable dedicated to examining the legal, technological, and social aspects of the proposed legislation. The discussion will cover issues such as the obligations of digital platforms, protection of children’s rights in the context of algorithmic systems and artificial intelligence, age verification and parental consent, as well as models of institutional oversight and alignment with European standards.

Participants in the roundtable will include representatives of the academic community, relevant institutions, regulatory bodies, international organizations, and experts in law, cybersecurity, and digital technologies. The conclusions of the event aim to contribute to a more coherent and higher-quality legislative solution in the field of protecting minors in the digital environment.
